Craig R. Fletcher, P.G., CHg,  Principal

Craig R. Fletcher has 25 years of environmental compliance, agency negotiation, and remediation experience.  With a diverse background in environmental consulting including extensive utility, public, private and agency experience, his focus is primarily in regulatory compliance and permitting.  These programs include RCRA Part B Permit compliance, NPDES and industrial waste water discharge permit compliance, Hazardous Material/Hazardous Waste management, Spill Prevention Control and Countermeasure (SPCC) Plans, Aboveground Storage Tank compliance & inspection, and many others. He has successfully worked with numerous federal, state and local regulatory agencies on a wide variety of environmental compliance programs.

Mr. Fletcher also has extensive experience in tank system compliance, design and operations.  He is a Steel Tank Institute (STI) Level 1 & 2 Certified Tank Inspector, and prepares Certified inspections of shop built and field constructed tanks.  Mr. Fletcher is also an instructor for STI Certified Inspectors, one of only three in the United States.  He also a lecturer and instructor  at professional conferences and to clients and regulatory agencies on compliance matters.  In addition to providing regulatory compliance services, his experience includes site investigation/characterization experience, tank and facility closures, as well as providing due diligence and technical support for property acquisitions and divestitures. In 2013 he was appointed by the California State Fire Marshal to the California Aboveground Petroleum Storage Act (APSA) Advisory Committee, where he serves as a technical expert on SPCC and APSA regulatory matters for the Committee.

Prior to founding Fletcher Consultants, he was Pacific Gas and Electric Company’s (PG&E’s) Utility Environmental Program Manager from 2001-2002.  In this leadership capacity, he developed and presented the Environmental Program to PG&E Officers, and monitored financial results and forecasted future needs. This position also included developing and tracking benchmarks, best management practices, and providing key strategic direction to the Company’s lines of business.  From 1992-2001, he held a number of positions of increasing responsibility for PG&E’s Power Generation Department, where he provided technical environmental compliance and regulatory support for PG&E’s fossil, geothermal, and hydro power plants as a Principal Environmental Engineer.

From 1989 until 1992, he was a project manager and geologist with Subsurface Consultants, Inc, a small Oakland based environmental and geotechnical engineering firm.   In this capacity, he directed and conducted geologic and hydrogeologic investigations, and developed remedial action plans for soil and groundwater.

He is a California licensed Professional Geologist and is a California Certified Hydro Geologist  He is also an STI Certified Tank Inspector. He maintains 40 hour Hazwoper Certification and  is a 8 hour Hazwoper Supervisor.

Mr. Fletcher holds a Masters of Business Administration degree with a focus in Environmental Management from the University of California, Davis. He holds a Bachelor of Science degree from the University of Illinois-Urbana-Champaign.

He is also a Member/Fellow of the Geological Society of America, and an Associate Member of the American Society of Civil Engineers (ASCE).
