Craig R. Fletcher is FCI’s principal, with over 25 years of diverse environmental and engineering experience in regulatory compliance and permitting, program and project management, site characterization and remediation, and environmental program development. He founded FCI in 2002, and is responsible for ensuring client satisfaction with the environmental services provided by the firm. He is one of only three instructors for Steel Tank Institute (STI) in the United States to provide training and certification to Steel Tank Institute Inspectors. In 2013, he was appointed by the California State Fire Marshal to the Aboveground Petroleum Storage Act (APSA) Advisory Committee, and serves as a technical expert to the Committee in the development of regulations for the APSA program. He is also an instructor and lecturer at industry conferences and technical workshops.  He also provides provides training to clients and to regulatory agencies on a variety of environmental topics, including SPCC/APSA regulatory compliance and aboveground tank integrity testing and inspections.

Sara W. Everitt has over 25 years of environmental compliance, agency negotiation, and engineering experience. Her diverse background includes experience working with large Fortune 500 companies in regulatory and environmental compliance programs, including water quality, hazardous waste, and air quality permitting. She also has program implementation experience in RCRA Part B Permit compliance, California’s Hazardous Material/Hazardous Waste program, NPDES and industrial waste water discharge permit compliance, and Spill Prevention Control and Countermeasure (SPCC) Plan development. Her experience includes work on complex legislative and regulatory development programs at both the State of California and Federal levels. She has successfully worked with numerous federal, state and local regulatory agencies on a wide variety of environmental compliance programs. Her prior work experience has been with Chevron, Pacific Gas & Electric and Bechtel Corporation.

Wayne Yeager, B.S., Senior Air Quality Engineer

Mr. Yeager has over thirty years experience in air quality permitting and compliance. This diverse experience includes field source testing, facility permit evaluations and applications, Title III air toxics support, health risk assessments, analyzing Toxic Release Inventories (TRI) requirements, Title V audit and compliance analysis, and Continuous Emission Monitoring Systems (CEMS) support, and facility permitting. He is also familiar with most of the Air Quality Management Districts in California, and maintains strong working relationships with agency staff. He also provides critical review of Risk Management Plan requirements for NOx abatement equipment at generation facilities, oversees CEMS support for power plant units, and provides expert services on a variety of air quality and environmental matters for FCI clients.
